Project Description:

The Davis Street Watermain Replacement includes the design and replacement of approximately 660 meters of old cast iron watermain and appurtenances along Davis Street between Durham Street and Rodney Street.

The detailed design and geotechnical sampling and field surveys are scheduled to be completed in the summer of 2023. Upon completion of the design, City staff will initiate the procurement of a qualified contractor to complete the installation of the new watermain.

Background:

Following a Water Infrastructure Needs Study conducted in 2014, City staff thoroughly examined historical watermain break records, water quality test results, and water quality complaints. The purpose of this assessment was to identify potential watermain replacement projects throughout the City. As a result, staff identified that the Davis Street Watermain would greatly benefit from replacement.

In August of 2021 City Staff presented the opportunity to Council to obtain funding for the replacement of watermains in various locations throughout the City. The Davis Street Watermain Replacement project was included in the application to the Green Environmental Quality Infrastructure Stream Funding.

External Support:

The City of Port Colborne has retained Associated Engineering Ltd to complete the design of the Davis Street Watermain Replacement. The qualified consulting firm has provided professional engineering services to municipalities within the Niagara Region, including the City of Port Colborne, for over 25 years.

Approved Budget:

Total Approved Budget: $1,824,000

  • City Funding: $482,685.37
  • Federal Funding: $731,649.44
  • Provincial Funding: $609,665.19

Grants:

The Investing in Canada Infrastructure Program (Green Environmental Quality Infrastructure Stream) supports investment in infrastructure projects. Municipalities, towns and villages can apply for funding from the Investing in Canada Infrastructure Program to help reduce the cost of infrastructure projects that provide clean drinking water, treat wastewater or reduce the release of pollutants to the environment.

The City was successful in obtaining approval of the funding program. The Provincial and Federal Government have provided funding to be spread across 4 different watermain projects. Davis Street Watermain, Homewood Avenue Watermain, Berkley Avenue Watermain and West Street Watermain.
